The two cam shafts should be "off" the same amount.
1/16" though is not a whole lot so you might be worrying for no reason.
Even with brand new parts, the notch in cam shafts ends up just a tad behind the mark on bearing cap.
The arrow pointing down on the bearing cap is also quite course and it is difficult to get a perfect aim toward the notch in camshaft.
I guess if you have tried one tooth off in either directions and that leaves the cam shaft even more out of time, you are at the spot as it is now.
