Fuel Pump Woes. Again.

My car is a 1985 SPG.
About a month ago, it was determined that my fuel pump was bad. The car had been sitting for several months without running, and one morning I went out to start it, and it wouldnt start. Traced it to the fuel pump, put a new Bosch fuel pump and pre pump in and it started right up.
When I was changing out the fuel pump, I decided to drain the gas tank as best I could because the gas was several years old and smelled like paint thinner. I put a couple gallons of new gas in it along with a bottle of fuel stabliser.
Today, a month after I changed the pump, I went to start the car and again it wont start. I didnt have my tools with me, but im 95% sure its the pump again. I dont hear the pump when I turn the key, and I jumpered #30 and #27 fuses, and I still couldnt hear the pump, nor would the car start.
So the question is, why would the pump go out again? I was very careful about the pumps height in the resevoir, and its alignment with the car, as per the Bentley manual.
There was one thing back a month ago when I put the fuel pump in that I wasnt sure about. On the black plastic resevoir that holds the pump and sits inside the tank, there is a fuel line(?) that points down from a connection near the top of the resevoir. When I originally replaced the pump, this line was just a bunch of black goo, and not connected to anything. What is that supposed to go to? I saw in the tank what appeared to be another hose that had no connection on it, and put a new line on the resevoir to this disconnected line in the tank.
