There is no spec in any Saab factory manuals I've ever seen - I have perused 900 manuals, both old and new, as well as the 9000 manuals. There is no reason to know it outside of the engineers working on the coolant system.
It sounds like you are thinking of an electronic system? I'm not really understanding why. Why pursue a "fix" for a perceived problem by introducing a vastly more complex system that wasn't designed for the engine in the first place, and despite the common feedback that aftermarket electric water pumps often introduce more problems than they solve?
While not the best, Saab 900 water pumps aren't the worst out there, either. They don't catastrophically fail, fail without warning or fail to adequately supply the coolant system. A new good pump is in the range of $50 or so, they are readily available, and they are easily and quickly replaced.
I suspect that they will last longer if you use the minimum tension required on the belts to keep them from squealing.
