i agree with you that the motor could use a knob that goes to "11" - maybe you could rig some switch up that has a "4" fan speed that is equivalent to the full-on blast speed of the fat double horizontal arrow setting.
while you have the dash out, check to see that all the duct work below the lower bolster isn't cracked - it gets messed with over the years by mechanics who have to grapple with stuff up under there. tighten things up. also be sure the ducts to the side vents are secure where they meet the heater core shroud. i think the last time i went in there i added some duct tape and a couple zip ties to each one. also make sure that the trap door for the floor vent makes a tight seal. same goes for the shroud itself - it has foam around the edges. at the vents, the duct hoses are just stapled on - make sure they are properly attached. if you have a 91 or newer model, remove the heater bypass valve and replace the hoses with a pair from an older, pre-bypass model. you will not be as bummed about the heat if your seat heater works well.
