if you mechanic says that it requires removing the fuel tank to replace the fuel pump.... I would suspect anything and everything he tells me. The SAAB 900 series from at least the 1985 to the 1993, 3 door 4 door or convertible S Turbo or base model (meaning every variant possible...) has access to the fuel pump and the fuel sending unit via the trunk or hatch. Even the 9000 models do too...
As others have stated you remove the cover over the spare tire, there are 2 or 4 screws in the floor beyond the hinge. remove the entire unit and as others have stated the larger cover, it's on the left, is the access to the fuel pump. It prys off and the connections to the pump for gas as well as the electrical connections are right on top. The plastic ring with the tabs facing inwards on it needs to be turned to remove the pump. There is a special tool, some make their own tool, I like to use two motorcycle tire irons. A couple of pieces of flat iron about the size of a 12" ruler will also work. What you do is to cross the two pieces in an X putting the ends against a pair of the plastic tabs 180 degrees apart. put them on the side that would force the ring lefty loosey... The bars should cross each other such that they create leverage against each other. It will be pretty obvious when you do it which way works. It really works! Done it about 7 times and never broke any of the tabs. Like any screw down item it will be tight at first and then loosen up to finger tight.
But I'd check the frozen line water in the gas add a dispersent idea first. If your mech doesn't know how to remove the pump... maybe it's not the pump...
