The fuse didn't blow because the seat didn't pull excessive power.
Due to flexing, the wire broke. That's the normal failure mode of the wire. If the ends are still pretty close together, there will be some arcing. That's what causes the overheating. The wire itself doesn't get hotter - it's just localized heating from the arcing. The system can't pull any more than normal power, because the seat heating element is a resistance that acts to limit current.
When I fix heated seats, I usually find a small burn mark where the wire broke. I've never had a burn-through, but as you know, it does happen.
Frankly, I love heated seats, and I wouldn't buy a car without them. Again, personal preference.
