I am not sure the retard is operating on the Commemorative distributor -- this distributor is supposed to "retard and additional 2 degrees" according to the propaganda. So, is there an easy way to test the vacuum retard? I would guess that if the retard mechanism is exposed, and then placing a vacuum line on the nipple and see if it moves, and if the diaphram holds. Is there more I should be looking for?
