I'm afraid I don't have any answers for you, but you're right, it should go on/off with the interior lighting. On later cars, it's tied to the time-delayed courtesy light so it remains on 15 seconds after the driver's door closes, or until the key is turned (whichever happens first), but on the pre-courtesy-light cars it just works with the door.
The wiring should all go back to the door buzzer relay under the rear seat, so I would start by taking the center console out and tracing those wires. Could be you've got a short under there, or a bad ground, or maybe the catalytic converter melted all the wiring together. Wouldn't that be fun? :)
