I do indeed remember that 5-door - quite a nice find. Mine is still running strong with its 16vT conversion. Haven't made much other progress other than an upgrade to LH2.4 (what a difference...), but it goes everywhere I point it.
FWIW, I spent HOURS and HOURS trying to make the courtesy lights in my '80 work properly. It's a simple system, but a complex wiring mess. There are three main components to the system, including the switch in the overhead light, the switch in the center console, and the switches in the front doors. The only thing to know is that the lights always have power, and they work by switching the grounds around. Still, I am 99% sure that the wiring that makes the ignition switch light work is related to the light that makes the overhead light work and I can't see a scenario offhand where the ignition switch light would always be on. My guess - from experience - is that someone connected the wrong wires together down there or possibly up in the overhead switch, and things aren't working properly. Have you verified that the switches on the console and the overhead light work properly? I would start there. If so, there are a couple loose wires under the center console that do various things unrelated to North American 1980 c900s, and it's easily possible someone simple made the wrong connection.
