Thanks much, I think I understand - when the lifter is pushed down by the cam lob, any oil that would otherwise be forced out through the in/out port and horizontal groove cut around the circumference of the lifter is closed off when that groove passes a specific point along the lifter bore. The amount of oil remaining inside the lifter becomes the shim spacer.
When the lifter returns to the "rest" position, it is then refilled by the internal cylinder being pushed outward by the inner spring. I'm guessing oil pressure also helps the refilling, especially at higher rpm's. Perhaps the lifter's internal spring is useful only at low rpm's when the oil pressure is lower and there's enough time for the spring loaded cylinder to draw in enough oil.
(theorizing here) The clicking sound one hears when a lifter goes bad is usually at low rpm's, which would tell me that one of the lifter internal springs has died, and less/little oil is being drawn into the lifter interior, the sound coming from a hard slapping of the cam lob against the oil-less lifter. No cushion or shock absorber action.
