According to my documentation, all three fuses (2x 30 amp, 10 amp) are in the relay box.
One 30 amp fuse drives the ABS system. The 10 amp fuse provides power for the ABS pump relay (among other things). The last 30 amp fuse provides power for the ABS pump.

Since the ABS pump runs, the fuse that blows is the 30 amp that supplies the rest of the ABS system. Since it blows immediately and is 30 amps, whatever is happening is a pretty good short to ground.

That 30 amp fuse comes from the battery to the ABS main relay. When that relay closes (about 2 seconds after the ignition turns ON), it is supposed to connect that fuse into the rest of the ABs system.

Try this - first, remove the ABS main relay, and with all fuses in, see what happens. I expect the fuse won't blow.

Next - with an ohmmeter, check the resistance of the relay between pins 87, 87A, and 30. Since the relay is de-engergized, you should see continuity between 87A and 30, and pin 87 should be open. Anything else, and the relay is shorted internally. Ideally, it would be nice to energize the relay somehow (apply 12 volts to pin 86, and ground pin 85). Now you should see 87 connected to 30, and 87A open. Anything else, and the relay is bad. For example, if 87A connects to 87, the fuse will blow because the relay is shorted internally.

Next, with the relay still out and the ignition off, measure the resistance of pin 30 in the relay socket to ground. I expect it to be more than a few ohms. It may be very high impedance (open circuit), or just a dozen or so - not sure, and it depends on your meter. But if it's a short (1 ohm or so), then you've got a short in the wiring, or internal to the ABS box. Troubleshoot that by removing the connector from the ABS box to isolate it.

With no power to the ABs system (30 amp fuse blown), the ABS light will remain on all the time.

I don't know why the brakes would be dragging. The ABS system should only open the brakes, not engage them.
