as far as i know lack of boost is not necessarily related to engine speed. i'm assuming as you work the car up thru the gears, you have boost as per normal, but when going say 65 if you tromp on it, you get no incremental boost?
I drove an 83 900T for 14 years before it rusted out. I never had the problem you are describing, but try these tests.
with the car idling, listen very hard for vacuum leaks under the hood as well as under the dash. inspect (or better yet replace) all small vacuum lines with new silicon lines if you can.
then take the console and knee bolster out and listen/ inspect the vacuum lines under the drivers side of the dash near the pedals. there's one vacuum line coming thru the firewall from the engine that supplies vacuum to numerous items in the cabin. there's also a line that runs under the fuse box and in front of the drivers door hinge area into the cabin. if that line has not been replaced it will crack right where it goes thru the cabin wall and give you a nice vacuum leak that will disable the cruise control.
its an easy check to see if the distributor advance unit is still good. with the car off, take the small vacuum hose off at the throttle body, suck on the line and you should feel resistance . then blow into the line and you should feel the unit resist your pressure. if air flows either way the unit is faulty.
If the unit is good when car is off, the other thing is the advance mechanism inside the distributor can seize. to check this, start and idle the car, then take that line off at the TB again, plugging the inlet port with a finger to keep the engine running. then suck on the line again. Engine speed should increase the harder you suck on the line. If it does not, the mechanism is seized.
pls report back with any findings as well as any other symptoms (ie stalling on braking, stalling after letting up on gas pedal suddenly) which could indicate other vacuum related issues.
