Only non-turbo 8 valve engines will stall when you remove the dipstick with the car running. Vacuum leaks will rob huge power from turbo Saabs.
As far as the boost cutting back, the first thing I would check is the spark plug gap. The gap range is .024" - .028". I always set mine at the low end because the gap will increase with age/wear. How recent was the last tune-up? Plugs, wires, distributor cap & rotor, fuel filter, air filter, etc.
What octane gas are you using? The APC could be cutting back on boost, as it should, if it is detecting knock.
