Or else your brakes wouldn't be fine still. If it's screwed in so tight it twisted off, then what's left in the caliper is not likely to be going anywhere on its own so it's okay to leave it, or take your time dealing with it.
On any bleeder screws that have been a long time without loosening, I whack the open end with a hammer before trying to turn them. That wakes the threads up and busts up any rust. Then apply pressure gently, and if it doesn't feel as if it's going to turn, with a box end wrench on the screw, hit it again and apply your pressure to wrench timed to coincide with when hammer hits.
In your case, if you feel you must remove and replace the stub, show the twisted-off piece to a Snap-On salesman and get one of their easy-outs, an externally splined rod that you drive in the hole with a hammer. Then there's a sliding internally splined nut that just fits the rod and takes a wrench.
Seems like a darn shame. While yeah it's not perfect any more, it's not worth messing further with a system that, while fresh fluid is a good idea, wasn't giving you any trouble. Cost of a new caliper, or the probly needed new hose if you go to remove that one and fix it on a bench or at a shop, would floor me, at least at first.
