Hi Matt,
if your temp goes down at freeway speed, and yet comes back up fairly quickly at idle (not necessarily in stop and go traffic, just idle in a parking lot or your driveway), and if the fans do come on and the temp doesn't really come back to about 1/2 of the sweep, I'd do a flush and refill of your radiator.
If the stuff that comes out is like muddy water you may be in need of a new radiator.
After you drain the radiator, remove the drain plug completely, then get a small screwdriver and fish the hole to see if it's clean. I got a used car with similar symptoms to yours and stuff came out that looked like thick chocolate pudding. I tried a chemical flush but gave up and did the radiator. 50% of the sweep (about 3 o'clock) almost aways after the warm up..
If you do the radiator do a new SAAB brand thermostat at the same time. your car should not get hot at idle with the AC turned off. the Radiator is pretty easy to change, about $150 from eEuroparts. A small notch needs to be cut in the fan plastic surround to fit the radiator. not a big deal and it's also covered in TSB by SAAB.
