Make sure your fuel filter is clear, your throttle body and intake are clean, and maybe go to synthetic oil. I only managed 22-23 on my car when it was an automatic (you know, you know, but I still hated the thing). Any sort of performance modification is not going to get you much at all. All those ricey-dicey intake and exhaust kits are going to save fuel/increase performance way up high in the rev range or with your foot all the way to the floor. Well, I guess since you're in the neighborhood of 3600 RPM on the expressway, that applies to you. Mostly, though, it's hot air. The reason a large-diameter, low-backpressure exhaust saves gas is because they're comparing it to the half-inch stock pipe on a base model 1.6 liter Civic hatchback. 900s already have free-flowing, well-designed intakes and exhausts (until you start putting in track time or drag race or crank up boost on a turbo). Some boarders have noticed performance and mileage issues with hyper-cheapo exhausts, but I'm comparing with stock or Starla-level equipment.
Then again, you can gain 9 MPG if you get rid of that autobox... My '92 S was getting me 31-34 all last summer... I drive for the mileage, sure, but I was kind of depressed I couldn't hit 36.
I notice a lot of instability setting in at 34 psi and above. Check your sidewalls first since some tires cannot exceed 40 even though they're going to heat up (with the corresponding increase in pressure above maximum) when you drive it. I like 33 in the front and 35 in the back.
