Pretty much what Ari said. Check the contacts on the time delay relay plug. Since it's out in the open on the left front inner fender member, those will corrode pretty quickly and the fans won't work. Next, the AC will not turn on the cooling fan if there is no refrigerant charge left in it. It is controlled by a pressure safety switch. If there is too much pressure or not enough in the system, the switch opens and the AC is deactivated, so it sees no use to turn on the AC cooling fan either.
Thermoswitches fail with age. Mine kept taking longer and longer to decide to turn the fan on. It's five bucks of cheap insurance. Get the lower-value unit unless you are dealing with sub-freezing conditions a lot.
