That would be the master cylinder, or severely rotten brake fluid, or both. Stepping on the brake pedal increases the pressure put on the fluid (yeah, really). If the fluid is so old it has started to accumulate significant amounts of water (which boils under extreme pressures like those found in, say, an automotive brake hydraulic circuit) it will be like you have air in the lines. Because you do. Since you've got brake fluid around, suction all the fluid out of the master cylinder with a suitable tool (bulb syringe, turkey baster, whatever) and replace it with fresh fluid. If that doesn't help, it's emcee time. Good thing the master cylinders are sooooo easy to replace.
