Belts should be checked regularly, along with things like fluids and tire pressures. Belts rarely - if ever - suddenly fall apart. They crack and wear, and issues become visibly apparent pretty quickly. If somebody called me and said, "Hey, my belts are looking bad, what should I do?" my advice might very well be "don't go far and replace it ASAP," but it would come with the disclaimer "I am not looking at the car, I don't know how bad the belt is."
I completely understand the frustration of an expert saying "It's probably ok" and then finding out it isn't, but by the same token it was your job to keep an eye on the belts, and your risk to continue driving with them in poor shape. I think it's just like momma used to say - "If your indy told you to jump off a bridge, would you do it?"
