If it's old, my bet is that you're going to want to rebuild or replace it.
Old clutch masters that haven't ever been bled develop a ring of varnish around the opening to the master. Eventually, the varnish ring gets thick enough that the piston in the master cylinder doesn't retract all the way to the "home" position and one of the seals blocks the hole that lets the fluid flow into the master cylinder. That's why you can't pressure bleed it.
That gets worse if the spring inside the clutch master is broken.
