The intercooler pipe has a ridge on it and the pipe to the throttle body from the intercooler does as well.
I'd guess the rubber is soaked with oil and deteriorated to the point that it's so squirmy the clamp won't hold it...or the clamp is defective/broken.
Be careful with tightening the clamps...they can break the plastic intercooler pipe.
You could try double clamping the hose. Also, be sure you have the right clamps...NOT the kind with the slots in the clamp band that allow hose material to ooze throught.
