okay. you need to be very careful here as the metal that those nipples are made from is quite soft. first i would remove the caliper from the car (if you haven't already) and do this work on a bench somewhere. i would get some penetrating rust catalyst and really soak the thing. be patient too. it'll take time for the catalyst to penetrate and break down the rust. i recommend PB Blaster - I've just had good experiences with it.
you should get yourself a set of 'broken screw extractors'. i have a set from Sears and there are three sizes in the set. on one side there is a burr shaped drill head to create a bigger hole. the other side has a reverse screw (picture it as drilling in when moving counter-clockwise) to tap into the hole and try to back out the screw you are trying to remove.
this should work. lastly i guess you can try to drill out the old nipple and retap the thread for a new one but you need to be careful that you don't damage the seat which the nipple seals against.
fwiw, i have not had any luck with this before (though I know that others have). at worst if you screw up you can get a new rebuilt caliper and send in your old one for the core charge.
