well, maybe...
Boeshield interacts with the Fe III (ferrous iron, aka RUST) and reduces it to Fe II (ferric iron) (metal).
As well, it does lay down a layer to ward off other rust, but it is not a sealant like the gunk they spray under your car illegally (if you know the right person in NH, for example).
so maybe it seals in water, but that little bit is conteracted by the catalytic ability of the Boeshield to reduce iron.

one should probably dry out the surface to be worked on with a hair dryer of something else like not driving in the rain for a week or so.
