If there is no rust, then all you need to do is wet sand the hood lightly, then repaint. No prime is necessary. No bodywork is necessary. No paint stripper is necessary. No paint stripper washer/remover/deactivater is necessary.
If there is rust, then you need to strip and wash and repaint, or blast with granular baking soda and repaint. I have in the past blasted with NaCl/salt, but granular baking soda is less of a risk to cause rust.
Do not blast with sand no matter how hard the body shoppe people press you.
