If his paint is chalky and checked, then I doubt a light sanding will remove it, but without actually seeing the hood, I can only speculate. If it is in fact a poor quality respray, then all of "that" paint has to come off to ensure it won't bleed through the new paint. Depending how thick the bad paint is would dictate how I would attack it. It just seemed logical to me that if the body shop wanted to strip the hood, then that's what I would do too. Paint is too expensive to waste spraying over the top of an existing problem. The only foolproof way to get a good repaint is to strip all of the problem away, and that means taking it to bare metal if need be.....paint stripper is the easiest method for him to attack the problem if he has minimal tools to work with. I definitely would not blast, unless there were rust spots under the layers of paint/primer/ecoat.
