It definitely has to be grounded. Make sure to follow safety protocols for protecting the ECU, both for de-energizing and testing with a meter
AMM pin #9? Don't know that one
JVA has a far better sense, but other things to ck would be hall sensor wiring, ignition amp module, ignition switch, etc
