Overheating, then no heat

So everytime I drive in traffic and the water temperature needle moves above the halfway mark, the heater starts pumping out cold air. Then the water temp needle will eventually hit 3/4 hot and the fans kick on, still blowing cold air.
Is this a stuck closed thermostat or a coolant temp sensor? Could it be the water pump?
I'm not sure if these 900's have heater cores, but the heat works just fine up until the water temp gets too hot.
Also the coolant level is just fine, and there are no visible leaks.
Please Help!
