or maybe a new (but not obtainable) u-joint at the bottom of the steering column...it's the connection to the steering rack.
Pull the u-joint off the steering column and steering rack. It can be done from inside the car.
If it doesn't move easily then you may be able to resurrect it by boiling/simmering it in synthetic oil/grease for a few hours...watch the temp and don't let the grease/oil smoke (do it outside if you don't have a real exhaust fan) or it may catch fire.
If the U-joint turns easily you need a new rack.
One more thing...if your car has an air bag you need to positively lock the steering wheel on center and ensure the wheels are back on center once the new rack is installed. There is a coil under the steering wheel that maintains connection to the airbag...it only goes so far one way and then the other. If you overextend it it breaks and you get to buy a new one.
Some people have been know to simply remove the airbag before messing with steering racks. Get the thing installed and the alignment reset and then reinstall the airbag.
BTW, install new tie rod ends when you replace the rack.
