Don't leave out the possibility that your steering column u-joint has stiffened. Lots of C900 owners develop what appears to be rack or pump problems when all along it was the u-joint, which connects the steering column shaft to the pinion shaft. Some fix it by blasting it with a torch (not a flashlight) to loosen old grease, then regrease it. Some have had luck simply by using spray lub. I had symptoms of a dying rack, similar to what you describe, and began making plans to find a replacment when it turned out to be a stiffened u-joint all along.
