With difficult turning ignition switches I've used this approach; Put boiling water down the cylinder and blow it out with compressed air (water, air, repeat). that often gets the cylinder rotating freely because the most common problem is sugar (which solvents and WD40 won't dissolve). On the ocassions when that doesn't work the problem is either worn gears in the mechanism or, more commonly, the lubricant (grease) for the gears has become glue-like. Disassembly and repair with fresh grease is the only solution in those cases. A syringe is the best way to inject the hot water. As mentioned in other posts, a genuine Saab key is far stronger than typical hardware store versions. Good luck
