There is nothing magic about 380 ohms. It is just the starting point where if you stick an AMM into an engine set at 380, it will at least run. From there you need to adjust the AMM in order to get the mixture right. For that, you use a meter to monitor the output of the O2 sensor or the test point on the test connector, and adjust the AMM so that the voltage swings back and forth between 0 and 0.9 volts (at 02 sensor) at a 1 per second rate, spending about 50% of the time above mid voltage. At the test connector, the voltage will swing back and forth, and again, 50% of the time above the mid point (I forget if it is 5 volts or 12 volts full scale).

To answer your question, as you increase the resistance, you'll get a larger voltage out of the AMM for the same amount of air. Since the ECU bases the fuel flow on the amount of air, it will INCREASE the fuel as you INCREASE the resistance. Since the air is the same, that will richen the mixture. But the right way is to make sure the mixture is right. If you haven't adjusted the mixture to be correct, that is probably why you are failing emissions.
