Perhaps a combo solution- first the spacer -probably the 1/2ratchet on type-I hand an VW Rabbit 25 yrs ago- when I towed my 18' Prindle catamaran trailer - the rear sagged badly(didn't take much)- I jacked up the rear bumper then used a mallet to knock on the hook-top spacer type - worked great for trailer load and heavy passengers. Then I'll see about ?lengthening? the rear hanger.
