I agree -- given the symptoms, sounds like a coolant temp sensor.

To clarify, the coolant temp sensor is always on-line. When cranking, it tells the ECU how cold it is, info it uses to adjust cranking injector pulse-width and, if so-equipped, fire off the cold-start injector. (Not all 16Vs had a cold-start.) Until the engine reaches operating temp, the ECU uses the NTC sensor to trim injector pulse-width to compensate.

For Jetronic, the heated O2 sensor is off-line until it warms up enough to generate an accurate signal. When a warm 16V engine runs better than cold, it is typically because the O2 sensor has warmed up, come on-line, and is providing the ECU with info to bring the air:fuel mixture back to an appropriate ratio.

I have been told that Jetronic can compensate for an approx. 25% deviance from proper mixture, less for earlier versions. This is why (somewhat) larger than stock injectors can be run with a stock ECU without loss of fuel economy IF YOU NEVER GO INTO WIDE OPEN THROTTLE (>~70* throttle angle).
