Technically speaking, you're both right. Dead stock, a later c900T, say 91, 92, 93 or so should boost about 7/8 into the red or right on the yellow/red line in DEAD STOCK condition. I worked at a saab shop in the 90's and drove many of them brand new, and brand new, this is what they got. Some went slightly into the red, some more like 3/4 into the yellow. Keep in mind the turbo gauge isn't calibrated so there is a sometimes wide variation from car to car.
Speaking of variation from car to car, there's another thing. In 92 the gauges changed to the 9000 style font. And if you look REALLY closely the diameter of the arc on the 2 types of gauge faces is different. The 91 and earlier arc is smaller. So. The readings you see from a 91 and earlier and 92 and later gauge are a bit different. Take a 90 car and swap in a 92 gauge and you'll see what I mean.
So. Yes, 7/8 in red is about right for a totally unmodified later c900T w/ mitsubishi turbo.
The car's capable of much much more than that though, and with a few simple tweaks can be made to do a little more or a lot more, depending.
