I think the pressure transducer signal should be "telling" the APC to come online, that is, take control of the WG and cycle the solenoid, at approx. base boost. 10psi is ~1psi shy of max boost, way too late.
Also confirm your timing is correct: 16* BTDC, and confirm that the vac capsule holds pressure. If the timing is somehow too advanced and the vac capsule diaphragm is torn, you'd be getting no retard under boost, the car will knock a lot and the APC will be dumping as much boost as possible, that is, you'll run only at base boost. If this is the case, then it could be that the APC is functioning properly.
May as well confirm that the throttle switch is working properly. Though not likely related to your problem, on a "new" used car, I like to be sure that the wide open throttle position works -- if it doesn't, the engine gets no fuel enrichment when you're trying to boost a lot.
If you are waiting to rebuild the gearbox because of a bad synchro, feel free to drive until rebuild; however, if you are waiting to rebuild due to bad pinion bearing, you are better off parking the car until you're ready to re-build: if you drive it around with bearing issues, the gears can be damaged, rendering the 'box un-rebuildable.
