There's a company that makes replacement gears for the odometer. The unit is made by VDO and is used on other cars besides SAAB. I've got friends with Porsches and Volvos with the same problems. You've got one of the failure modes with the metal gear, but you can also have one of the plastic gears split between teeth and start to spin freely on its shaft (if it works up until 9/10th's, that's probably whats going on). As for getting the needle off, the guy that sells the gears told me to keep turning the needle clockwise while pulling with even pressure. Eventually, it will come off but be very careful not to bend the shaft or break it. Otherwise, you just junked the unit. Google 'odometer gears' and it should come up with the company.
