Overtorquing the tension arm bolt will either strip out the oil cover (BAAAADS!). There should be a collar inside the bushings and big washers on the end that will prevent them from being crushed and also help to keep them in place.
The oil pump cover is held in place partly by those alternator/water pump bolts. When I changed the WP on my '88 three years ago, I forgot to tighten some all the way and the car sprang a leak. I retorqued them, and luckily for me, the oil leak was quelled. I will now seal them. The pressurized oil output from the pump goes through a passage in that cover. There's a paper gasket in there.
Bentley says 8 Newton-meters or 71 INCH pounds. That's eight FOOT pounds. They also say to use an alternating pattern on the oil pump cover bolts.
