One that's out of car should be easier than one under car.
A pipe on inside isn't too hard really. Cut stub back to near the joint with Sawzall, then put Sawzall blade up inside and cut outwards, but not all the way thru, to establish a cut. Then using one of those jab hacksaw blade holders, or just a blade in your hand, finish the cut nearly thru the inner pipe. Maybe do this in a couple of places. Then collapse the inner pipe in on itself, by hammering on the projecting stub, maybe prying up inside with fat screwdriver, or by grabbing stub with a big pipe wrench. Once it's curled in a little it should come loose and pull out.
Similar approach on outside pipe, cut it through or nearly so, in two or three places, then peel it back off the inner pipe.
There's a special peeling chisel made that has sort of a plow tip and then a curling top ridge, supposed to split and shave a peel out, but the only one I have is Taiwan junk and never worked.
Once pipes are apart you'll need to face getting them to go inside each other and clamp up. A tailpipe expander tool helps making them round again but if they're older they don't behave well and tend to split rather than stretching nicely like new tailpipe pieces do. And if the tailpipe expander isn't entirely inside the pipe, it won't open properly, but fatter at the end outside, and can get ruined.
Don't worry if you have a few small split places or even saw cuts right through, clamping will take care of a lot of that.
Propane torches aren't going to be much help heating the metal enough to get them apart, in my experience.
Wear goggles - - an emergency room visit to get rust chips out of your eyes is probly gonna be more expensive than whatever you saved.
