Removing it will leave you with a few things to consider.
A., the tape residue, already pretty well dealt with.
B., rubber washer residue, I think it's the same as the tape, around each of the attaching holes.
C. Those are small bolts as I recall, not studs and nuts, and they run up into a made nut embedded in the rubber of the spoiler. Tend to break on removal.
D. Underneath spoiler are places where rust can get going, especially around the bolt holes, where paint is broken (hence the rubber sealing washers, but those can have failed). If so, I'd say your best bet is to locally grind, treat with anti-rust conversion coating, then prime well with brushed enamel primer or epoxy primer, then seal with an enamel paint. THEN find another pretty good spoiler and put it on to cover the rust, attaching it as it needs to be, with sealing washers around each bolt location and tape where it goes. Need to leave clear underneath where drain holes in the top are, they feed thru to a channel under spoiler that needs to drain down and out the back. And need to lift the hatch glass's rubber gasket and tuck lead edge of spoiler under it; rain's route is down glass, over rubber gasket, down onto spoiler, pooling up near bored holes, down them, and out the drain channels down back of hatch.
E. If no rust at bolt holes, you could clean everything up, and try sealing those holes with some trick or other: Say, button-head stainless cap screws, with small rubber washers underneath, nuts inside trunk. Odd but might look okay.
Or, put masking tape over holes on outside, then fill flush from below, and smear it around good to leave a big blob, with black silicone sealer, then when it's set, pull tape off. Still leaves edge of paint vulnerable to rust getting going tho.
Or, masking tape above, epoxy applied from below as with silicone. Mix a little black paint into it if your car is black. It would probably seal better to the edge of the steel hole and to the edge of the paint than the silicone would and so less likely to rust, or could be primed and painted over later, which silicone can't.
F. You might also find someone has used trim attaching glue under lifted edges of the spoiler. This stuff is a pain to get off paint: plastic scraper, maybe try heating with a hair dryer first.
G. Or, another tack: I bought a new hatch, same color as my car, for $40 at the junkyard this fall and put it on myself, with help of another guy just leaving, right at the junkyard. Several wires to pull out of body in two rubber tubes at top, then splice. Four 10mm head bolts at top hinges. Two clips on the gas lifting cylinders. Alignment is kind of a pain. And make sure to remove your key cylinder from your old hood to install in the new one. It came with a perfect new Saab roundel, and a Wellesley College parking sticker.
