The tape is generally 3M brand automotive trim mounting tape. You can get it in different widths at auto-parts stores or auto-repair supply stores.
Get off as much as you can with your fingernails or some other stiff plastic object. Obviously, don't use a metal scraper. The residue can be removed with Goof-Off or WD-40. A heat gun or hair dryer helps with removal also.
I'm not sure that you can repair the spoiler. Best to try to find a good used replacement.
Be sure you clean the new part well with denatured alcohol before applying the new mounting tape.
