the crankshaft, the crankshaft's connected to the con rods (you should be singing this).
now, the flywheel is also connected to the pressure plate, which traps the clutch friction disc, which is positively engaged to the output shaft.
therefore, if the clutch disc or pressure plate have some sort of physical protrusion 'stuck' into the plastic cover, the flywheel, and hence the motor, will not turn. also, the car will only roll in neutral, right? not in gear with the clutch depressed.
thats why i think it is clutch related.
anything else, as i see it, would either: A) allow the car to freewheel with clutch depressed, or B) allow the engine to run with the clutch depressed.
you appear to have neither condition (or a fleeting glance at what i am getting at-you mentioned a braking type effect, right?)
go try and move the car in neutral, engine off. bet you can roll it fine.
don't try and start the car 'till you pull that cover, though.
