If your thermostat was indeed stuck, the hot coolant would not have been getting to the radiator, so it wouldn't matter what the fan wanted to do. I think the thermoswitch on the radiator is for the fan, and the sensor on the engine is for the engine management.
SHorting the switch on the radiator should start the fan. Turning on A/C should start the other fan.
Could your fan have been frozen stuck? I'd think that would have broken the fan or blown a fuse though.
