That does sound like a defective thermostat or else your coolant is effectively just H2O. Here in Silverton (18F below zero yesterday am) I use ordinary old Prestone mixed 50/50 with tap water and never have a problem. Too much or too little water in the mix will skew the freeze (and boiling) point unfavorably. If you have a known good mix in your system then I would suspect a defective thermostat. The sensor for the fan is on the radiator so it won't turn the fan on when the coolant is cold. The sensor for the gauge is on the thermostat housing. If you change the t'stat be sure that the little hole goes on the high side so air isn't trapped below the t'stat. Good luck
