Ok. It's definitely possible that without the switch oil can flow, but not give you enough pressure due to a leak before that point.
Mechanical or electrical pressure gauge? And of course, you've tested that gauge on another system.
Since you know there was no o-ring installed, I would go in and get that fixed first. I know it's a ton of work, but you KNOW it is wrong. Fix that first, then poke about to see if any silicone went walkabout in the oil tracts.
