The short answer is no. The long answer is also no.
Cars that run on E85 have different hosing and gaskets (Ethanol is more corrosive to common fuel lines) as well as aluminum (different alloy is needed.)
Cars that run efficiently enough use different cams and advance curves for their ignition. They also must have higher compression to get more efficient use out of the alcohol they use. Turbos are used to increase cumulative compression, but again they have a different design.
And E85 has less bang per gallon, so you won't see an increase in mpg, but rather a decrease.
I think that Saab sells E85 cars in Sweden now. But they use variable timing, and different computers among many things.
The new Turbo Diesels are the way to go, but I don't think Saab makes them.
