grounding of the ecu and the injectors is absolutely vital for jetronic systems - if its not your ecu at fault then I'd say its a grounding issue
i base this not on saab experience but a L jetronic system for a VW which is similar except the ignition and fuel delivery are separate (in LH they are combined in the ECU I think)
if you are really running into diagnosis problems check the vanagon list boards (samba, bentley and type2) for discussion on the topic of LH systems.
