I did something like it. Drilled 3 equal-spaced holes thru pulley and rubber and hub, then pressed in three tension pins (roll pins). I did this at crank seal replacement time, crank pulley was fine, not slipping, but I figure making it hard-tail isn't likely increasing risk of harmonics and vibration. The rubber sandwich will still function somewhat to dampen those if they do in fact occur.

I posted a detailed description on here under "Poor man's crank pulley fix." It was like 3 or 4 years ago. Pulley is still fine.
