Hi Joe,
this is usually a vacuum leak in the hose that keeps the pedal in place. The system uses vacuum to pull a bellows to pull a chain that is attached to the gas pedal and pulls it to the the speed that the speed sensor says you set it to...
Anywho, at the left front of the car, where you may have an APC if turbo, or another box if not, there is a black thing with the major shape of a couple of D batteries stacked, it is mounted on three rubber standoffs that have little nubs pulled through the sheet metal towards the center of the car. Find that unit, there will be two plastic tubes coming out of it, one without anything plugged on it, and one next to it with a rubber vacuum line on it. That is your target. follow that all the way along the fender well to the radiator resevior, past/under the fuse block, and it will have one or more tube junctions and maybe even a "Y" connector too, make sure everyone is plugged together and then you can take the left side speaker off and look down inside to see the hose there. Basically your mission is to seek and fix any vacuum leaks. you may purchase vacuum line in bulk and replace it as you go along too.
