On my 91, the hoses and electronics were all fine. The 'leak' in the vacuum ended up being faulty self-adjusting vacuum switches at the clutch and brake.
The two CC switches share a (adjustable) bracket with the brake pedal light switch behind the knee bolster above the pedal pads. I'll spare you the mechanics of the switches, but they can wear and over-adjust themselves, so that the system won't hold a vacuum, and CC never engages. Along with that, the brake pedal itself can wear and develop some play at the top of its travel, so that the released brake doesn't depress the switch's plunger enough (see also 'brake light stays on when not pressing brake') to hold the vacuum, meaning your CC would never engage, despite the light. Saabsite's got a diagram of the switch, I think.
Re-adjusting or replacing the switches is one of those simple, yet major PIA jobs. Be prepared to remove the drivers seat and/or knee bolster to access the switches. To adjust/replace the switches, you need to use something to depress the clutch and brake pedals while you're working (I used adjustable hiking poles). Disconnect the brake light switch while working on CC, so it doesn't burn up.
If your brake pedal does have play, you may need to adjust the switch bracket. Loosen the mounting bolt enough to slide the bracket in/out. Make sure you re-connect and test the brakelight switch, which adjusts similarly. Some guys have just bent the bracket successfully.
I'd suggest driving w/out the knee bolster for a week or so, in case you need to fine tune. Getting all three switches and the bracket just right can take some trial/error.
