1992-1993 900s have some well-documented cruise issues with bad solder joints in the control module as well. The cruise on my '92 SC only works on a very hot day and when the temperature is below freezing. Do the tests the others recommend first, but chances are the CU is bad. Someone on the board has reverse-engineered a 1988-1991 box in there as one option.
But first, test the mechanical and electrical components. If you have a vacuum pump, now is the time to evacuate all the air from the main vacuum line to see if the pedal drops. Assuming it does, be sure it stays down for at least a minute. If it doesn't, the pedal switches or the throttle actuator are leaking vacuum. If and when the vacuum circuit is okay, hook up the vacuum pump to a battery or other power source as described in the Bentley manual to make sure the pump runs. After that, check the electrical continuity of the pedal switches and check for signal from the wheel speed sensor.
